This is a rebadged Tokina, manufatured in the 60's when Tokina was primarily an OEM supplier. Tokina was founded by a group of Nikon engineers and so the excellent build and performance of this lens is no surprise.

It's an early pre-set design, where you have two dials that control the aperture. One to pre-set the desired aperture stop, and a second which closes down the aperture blades to the "pre-set" stop.
 The build quality is excellent and sturdy with zero slop, and focus is smooth and well dampended. Though it's a little soft wide open at f4.5, (which is good for soft skinned portraits), things get really sharp at f5.6 and up.

It's also light and well balanced and so a joy to use. Even though it has a tripod colar, I didn't bother with it and shot hand-held, in evening light with good result.
Surprisingly I was able to snap off this shot of white tailed deer at f5.6, ISO 100 and a shutter speed of 1/100. I should have shot at 1/250 and yet was surprised at how sharp the result:

The aperture consists of 18-blades, which gives that perfectly round bokeh (out of focus areas).

The only downside is some very aparent chromatic abberations (purple fringing), which is easily removed with software.
